I found a Elsie Hoffer in a 1930 census for Brooklyn; she is the only Elsie Hoffer and the only Hoffer family listed in Brooklyn. Her mother has German ancestry. I found the following information about her from Ancestry.com, if indeed this is Ed's mother:
